FINA (Federation Internationale de Natation) are responsible for establishing rules for swimming, diving and water polo at Olympic Games and other international competitions. Part of their responsibility is to ensure that swimwear and accessories that are worn during FINA events have all been approved, to prevent any swimmer having an unfair advantage due to their swimwear or swimming equipment being over optimised.
